Trump thinks if he makes imports more expensive than businesses will invest to make stuff domestically in America. That could somewhat happen maybe (though it'll be more capital intensive and less labour) but it'll take years to play out.
More GOP establishment types probably see this as a good first step towards introducing flat national sales taxes and lowering progressive income taxes and don't care about that and just see it as a way to get more people to pay the federal government money.

But that's wrong. The tariffs are paid by the ones who import the goods from overseas. And that are american citizens and companies. So the US treasury will make more money but it gets it not from the other countries but from its own citizens who have to pay more and more for the goods.
