Foreigners see the letters online and think TV licencing and then think it's some Orwellian system with sweaping powers to go after you, which is of course exactly the image they want. But in reality you can just tell them to fuck off. Compare it to something like council tax, where you'll just get a nice polite letter if you don't pay. They don't need to try and intimidate you because they actually have the authority to get their money one way or the other. And if you try and be difficult then you'll just make it worse for yourself.
