In Finland it's tied to land ownership. You can hunt most smaller game (up to roe deer) if you have landowner approval with just hunting license (test costs 20€ and the yearly permit is 43€). Or you can buy tags in public lands (https://www.eraluvat.fi/en/hunting/small-game-permits) if you don't know any landowners. For bigger game like moose or whitetail deer you need larger contiguous hunting grounds (1000/500 hectares) plus tag price (120€ for adult moose, 50€ for calf, smaller deer prices are 17€ and 8€) so it's mostly for those who are in a hunting club of some kind. Also you need to pass a shooting test every 3 years (20€).
If you can gather a group of hunters you can also apply for moose hunting areas on public lands. There you pay rent for the area based on land area (usually 500€+ for a smaller area for a year) plus the tag.
Of course you also need a gun, but used ones can be pretty cheap. Gun license is ~150€.
All in all you can get into small game hunting for under 500€ total. For bigger game you'll either need friends or land/money.
