If we're going to 2.5% of GDP anyway, I'd propose: - 1% for territorial civil protection, coast guard, national guard, infrastructure, whatever traditional units and bases the country wants to keep - 1% into common pot of EU army, air force and fleet (including strategic weapons, R+D, new weapon systems, overseas bases) - 0.5% for Ukraine frontline support (and possible future peacekeeping+ reconstruction)
