Its somewhat complicated. they want to change the so called debt break and to do so they need a two third majority since its in our constitution.
The parties in the newly elected parliament dont support such a change but the old parliament which is techincally still in power does. So they need the old parliament and the votes of the green party to change the debt break.
now during the election campaigns they talked down on the greens a lot and now they kinda have to beg them to agree to their policies but the greens want something in exchange
more wasted money for climate change for example
greens have the bargaining chip right now.
