I think it's common knowledge that about half of GDP in most african countries is foreign aid. The horn of africa being a prime example. Ethiopia traditionally been given as an example where it's well over 50%. It's a whole continent on welfare. It has even shifted the culture in many countries so badly that doing work is considered something only "women", mainly household chores, while the majority of people just live on handouts. There's many communities that have forgotten how to farm food because of all the foreign aid. And while it's labeled as "humanitarian aid", the reality is more nuanced than that. European agricultural sector gets a lot of subsidies, and this causes a lot of surplus in food production. More than there is demand for it. So basically foreign aid is also about dumping production surplus somewhere, and making the tax payer pay for it. Not just food either. There has been many stories like how there's lines of never-used Finnish made Sisu trucks rusting away in africa because they've been "donated" to africa. Not enough demand for your production but want to keep the factories running? Dump the surplus to africa, and make the tax payer pay for it.
