Probably some statistical jiggery pokery on what counts as a ship and what counts as building. If they assemble the parts together in one country but the parts come from elsewhere, does it count as built in that country? Probably.

This graph leaves out the relevant info that these countries do not build themselves a war fleet, but sell most of those ships to other countries. You could make this graph also for things such as phones, which also would look similar.
