I can't understand why the US doesn't differ between CP and YP. In Germany we have an own law for YP which is pornography with 14-17yo (called Jungendpronographie). Max fine for YP is 3 years in prison. This max fine is usually only given to nutorious producers. As a first offender consumer you usually get some money fine for YP. I can't fathom that there is no difference between a 17yo uploading a video of masturbation on pornhub and a 3yo who is brutally raped in the US.
