Higher taxes never end up actually impacting billionaires, the political friction and lobbyists end up redirecting it to (true) middle class people who earn well but aren't rich, for example the loan level price adjustment that was rejiggered to more or less tack on a fee for anyone with good credit paying less than 25% down, so that those with worse credit could have their fees reduced
