It's basically 100% sure that her sister's husband made her disappear. The only uncertainty is whether it was 1) an accident and his crimes are neglect of duty to rescue and desecration of a corpse 2) (involuntary) manslaughter 3) murder 4) anything of this with a sexual element.
The only reason he hasn't been charged yet is that he would likely only be convicted of the lesser offenses for now, and no further conviction would be possible later. That's why they are hoping for chance discoveries or that his family will stop supporting him sometime.
