It's the only testosterone which gets used(the usual one gets binded by sbhg and albumine for the most part) but it's hard to measure the average level of the free testosterone. Maybe you measured it in a wrong time when it was at it's lowest level. It depends on many factors, including time of the day and day of the year(higher in the morning, lower in winter)
