That's cultural, almost every neighborhood in southern Brazil looks like that. Even the poor and violent neighborhoods in the south have structured blocks, streets, power lines, front and back yards, houses with very short walls(or even no walls at all), etc.
In contrast, for example, in São Paulo, even the wealthy and safe areas have very high walls resembling fortresses, lack yards, and the blocks and streets are completely disorganized and unplanned, almost as if the region were the result of a land invasion.
