Indeed, but São Paulo itself is quickly degenerating into a slightly better Rio thanks to the sheer amount of drug addicts in the streets. It's similar to what seems to be happening to San Francisco and other cities in California, but at a worse scale.
With that being said, I suppose the most "representative" part of Brazil is probably Minas Gerais, though I've never been there. I found Brasília a bit like that too, probably due to having so many civil servants from every state, but I stayed only in the nice neighborhoods -- and the architecture, of course, is not Brazilian at all.
