Considering that twitter is in a mini war with the EU right now, do you think they still answer request from european/german law enforcement? Lets say someone says something racist, do they still send a request to twitter for the IP?

Laws are arbitrarily enforced . If EU was to abide by laws they would have to almost shut every Social media site because it doesn't follow guidelines of EU but it would make them look bad so they dont do it Jeetlon is obviously trying to prove point by shitting on them
