Cold weather can be dangerous if you are unprepared. Despite having done several remote solo hikes in the summer, winter camping still kinda spooks me and day trips are basically all I do in the winter. (Winter gear also tends to be expensive which is another reason I haven't really done it.) I don't know if city people really thing about it, but quite often in the winter I think about how unforgiving the nature is. If you are kicked out naked in the forest at -25°C you'll be dead within hours. Or if you fall through ice and all your gear gets wet in cold weather you are in big trouble. You can make some mistakes and have no issues when the weather is nice, but when the weather is bad death is always near you.

During fire warning you obviously can't make any fires, but that's not an issue in the winter. As a part of winter training in the army we all had to dig a hole in the snow to sleep in, thats what you are supposed to do if you get stuck in a snow storm and can't reach your camp.

One problem with low temperatures seems to be that you can reach a point where your body isnt able to produce enough heat to keep your body temperature, for example when you havent eaten enough kcal and you only rely on your fat and muscle mass. Should have had a burger or a snickers before wandering out into the wilds.

He was probably just unprepared and undergeared for the conditions and acted too late when things got bad.

Another "trick" is wearing a fleece jacket between sweatshirt and jacket / coat. Made a big difference when we had below -10 degrees and wind (it's always windy in winter in Berlin) in 2010. Fleece is incredibly warm for its weight and thickness.

You can die of exposure and hypothermia as well above frezing temps if you have a really bad run of luck or make several poor choices while out in the true wilderness. True wilderness makes even small things compound into life threatening things. It's part of the reason so few go out there and the people who do tend to be absurdly well prepared and trained to do so. It's a fate that could happen to anyone who went out there. You aren't special. You could have easily died the same way in the same conditions.
