Cold weather can be dangerous if you are unprepared. Despite having done several remote solo hikes in the summer, winter camping still kinda spooks me and day trips are basically all I do in the winter. (Winter gear also tends to be expensive which is another reason I haven't really done it.)
I don't know if city people really thing about it, but quite often in the winter I think about how unforgiving the nature is. If you are kicked out naked in the forest at -25°C you'll be dead within hours. Or if you fall through ice and all your gear gets wet in cold weather you are in big trouble. You can make some mistakes and have no issues when the weather is nice, but when the weather is bad death is always near you.

You need a dedicated gear set for winter camping, especially in storm weather. You learn the skills of how to do shit not to die mostly in the group camping, when there's someone more experience with you and you can spectate what they do and why they do it.

In Finland you need the land owner's permission to make fire. Also you need their permission to take wood for the fire as well, especially if you make a log fire (rakovalkea in Finnish) like in your pics. During fire warning you obviously can't make any fires, but that's not an issue in the winter. In the north on remote government lands you are usually allowed to make a fire using fallen branches and such. In an emergency you can of course make fire anywhere if necessary.
I'm guessing the rules are pretty similar in Sweden since they have similar everyman's rights. Could have some differences though.

One problem with low temperatures seems to be that you can reach a point where your body isnt able to produce enough heat to keep your body temperature, for example when you havent eaten enough kcal and you only rely on your fat and muscle mass.

Not sure how the snow situation was in Jokkmokk in late October (maybe some Swedish bernd knows a weather site that tells it), but at least in most areas in Finland there wasn't much snow yet. I'm guessing there might have been no snow or very little snow before the storm hit and maybe not that much during the storm either. It's hard to make a snow shelter if there are no places with deep snow nearby and only 5-10cm of snow on the ground. It is unlikely that he had a shovel with him either which makes the task almost impossible.
Relocating to a less exposed place like behind a big boulder or under a big spruce tree and making a fire could have saved him, but even making fire in those conditions requires tools, preparation and experience. He was probably just unprepared and undergeared for the conditions and acted too late when things got bad.

I have similar's ski underwear from Aldi. I have warm undershirts for half the year and long underpants (only for when it's really cold) for winter - the ski underwear is like these, but warmer.
Another "trick" is wearing a fleece jacket between sweatshirt and jacket / coat. Made a big difference when we had below -10 degrees and wind (it's always windy in winter in Berlin) in 2010. Fleece is incredibly warm for its weight and thickness.

You can die of exposure and hypothermia as well above frezing temps if you have a really bad run of luck or make several poor choices while out in the true wilderness.
True wilderness makes even small things compound into life threatening things. It's part of the reason so few go out there and the people who do tend to be absurdly well prepared and trained to do so.
It's a fate that could happen to anyone who went out there. You aren't special. You could have easily died the same way in the same conditions.
