In Finland many of the 60's-70's commieblocks were originally designed to only last 30-40 years. At the moment many commieblocks are in need of major renovations (plumbing, roofing, exterior, interior, energy, etc.). For example the renovation costs could be 1500€/square meter while the value of the apartment is 2500€/square meter (example from a 2011 article, currently both sums would be higher, but the relative cost is probably the same or worse). You would never get the investment costs back from it. In bigger cities some renovations might be worth it since there is demand for housing, but in smaller towns it's just not worth it. For example one relative of mine is going to have to pay for a 15k€ plumbing renovation in his apartment worth ~20k€. Nobody will buy the apartment from him because of the incoming renovation costs but he also can't avoid the renovation because it has been decided by the housing company (to keep the house livable I guess). It's a shitty situation for many of the old commieblocks. The options are either major renovations or demolishing (and building new).
