Cartel members aren't hanging out in some evil fortress, burgers can't do shit other than roll in kill a bunch of civilians then declare victory, it happened in Vietnan, it happened in Somalia, it happened in Afghanistan.
The operations in which they participated as backup to the mexican army are the ones that need to be replicated, not whatever bullshit about missile barrages amerigolems seem to be jerking off to.

edomex/the capital city is isolated from the rest of the country and minimally touched by cartels. This is because cartels hate the central government, as do most mexicans, who trust the cartels over the federales
it's a robin hood situation because cartels give a lot of money to the poor, do good for their communities, and only kill each other or migrants/unwanted people like guatemalans. cartels have less officer-involved shootings than the typical mexican military police, also cartel officers are paid more than their conscripted mexican military equivalents so they always have top quality recruits
mexicans don't want to be part of the same country, "mexico" as we know it persists because of CIA influence + nafta money + hatred of yanquis/gringos

yes, the typical mexican cartel officer returns to his village/town and lives a normal middle class existence whereas government officials build big palaces guarded by armed security, or move to USA. It's very similar to how the romans worked but with guatemalans instead of germans. mexico is a two tier class society where the average mexican has no say in their government, but cartels will usually respond to complaints if done if people pay their cartel taxes
