All foreign policy of all countries is fundamentally based on the Thesis which is as follows: "we have to exterminate them all for security reasons". The only difference between countries is in how many layers of instrumental goals you need to go through to reach the Thesis at the base. For ISIS it was 0 layers, and for established powers like US or China the number is around 6.

Extermination is an instrumental goal (if that), Hobbes explained this 350 years ago, it's not rocket science.
