This could actually be achieved by somewhat shortening the second, thus an average solar day could have 100000 seconds instead of the current 86400. Then an hour could be a kilosecond and there'd be 100 hours in a day, which would neatly correspond to almost 15 minutes each, and each new hour would have 10 minutes of 100 new seconds, or an hectosecond. It would also be convenient for those of the assburger inclination because instead of saying "give me a second" we could say "give me a decasecond" and it would be much more representative of the amount of time that is typically meant when one says "give me a second".
