If EM radiation is harmless to humans, why do all countries have medical regulations that limit power of transmitters? Like SAR value for phones. These limits are much smaller than what is needed to just heat up tissue.

EM waves are a huge spectrum and they are not all the same. Radio waves, microwaves, terahertz, infrared, visible, UV, X-rays, hard gamma... all very different.
