1500 is a lot of hours. also it is typical to have a relatively inexperienced FO and an experienced captain and FO doing majority of flying under supervision of the captain. thats how unexperienced FO's clock the hours and experience and become experienced captains, thats how aviation works. and most accidents and incidents happen when FO with less hours than a captain is flying

Pilot here: It's not accurate to blame the co-pilot. In aviation, newer pilots often get the chance to practice under supervision. The captain, as the pilot in command, is responsible for ensuring safety, regardless of who is flying at the time.
