The kinetic benefits are limited, it's mainly psychological - both ways. These attacks aim to demoralize civilians in Baltic Sea nations (so far unsuccessfully) but they're also meant to give poccnr a feeling of empowerment, that it's not as weak and defeated in Lake HATO as it seems.

There are, but it's impossible to actively prevent hundreds of ships that sailing the Baltic Sea from doing this. It does, however, make it possible to find out which ship did and chase it down.
Sweden shouldn't have released the Vezhen, the previous ship that did this. This happened in the Swedish economic zone again - not a coincidence.
